Sitharaman Rejects UPI MDR ‘Misconception,’ Says Merchants Bear Charge, Not Consumers
Finance Minister Nirmala Sitharaman has moved to calm a fresh wave of confusion over the Merchant Discount Rate on UPI payments above Rs 2,000, saying the charge is borne by merchants and will not be passed on to consumers. She stressed that the levy is not a tax, cess or surcharge, but a transaction cost applied selectively at a rate of 0.4%. The clarification comes at a sensitive moment for India’s digital payments ecosystem, where UPI has become the default rail for everyday commerce, including in automotive and mobility transactions. The government’s message is aimed at preventing market distortion, consumer anxiety and misinformation around a fee that applies only to certain transactions.
